Unfortunately Albury-Wodonga doesn't seem to have been very easy to achieve.

The pervious slide suggetsed fusing the governments of two states. In this slide I suggest an incremental way that could be begun, one governmental function at a time.

Suppose New South Wales and Victoria decided to have uniform driver's license laws. A neutral panel is established to decide whose laws are better, and the states agree that whichever state wins the competition will kick in some of the cost of conversion for the other. After a few years of the convenience of the uniform system, it may become politically awkward for any state to go its own way.
