The most commonly discussed models are, in some sense, regional. That is, they introduce a level of government intermediate between local and state levels. They often then eliminate one or more of the other levels. We'll look at a few of the ways regions are presently used, before moving on to ways they could be used.

I'm using "region" here in a pretty broad sense, to mean anything intermediate between local and state governments.
